ltchars bug

I found this one a couple of nights ago when I first tried to
recompile login.c, and I forgot. I just found it again trying
to compile stty.c:
	in ioctl.h, the declaration for struct ltchars is 
	apparently wrong. I say this because there are more
	initializers for it in login.c than there are structure
	members.
	stty.c also tries to reference these 'non-existent'
	structure members. My 4.0bsd manual is no help
	this time. Could you please help, Carl?
