setting up POINTOPOINT links

I am rapidly losing whatever hair I have left trying to get a dmr-11
point-to-point TCP/IP link set up between two VAX 750's running across
town. The basic problem is that even after what looks like a successful
invocation of ifconfig, "netstat -i" reveals no packets being sent.
BTW, one host is running 4.3 beta, the other Ultrix 1.2 beta.
Briefly, the sequence I'm using is:
/etc/ifconfig dmc0 inet myaddr destaddr
A subsequent
/etc/ifconfig dmc0
reveals
dmc0: myaddr --> destaddr netmask ff000000 flags=51<UP,POINTOPOINT,RUNNING>
"Netstat -r" demonstrates that a route has been entered of the form:
Routing tables
Destination Gateway Flags Refcnt Use Interface
destaddr myaddr UH 0 33 dmc0
localnetname myaddr-ether U 4 932 de0
loopback-net localhost U 1 9 lo0
However, a "telnet destaddr" (or any other operation which would
cause IP packets to be sent to destaddr) does not produce any
packets sent through the dmr, at least if "netstat -i" is to
be believed. Straight zeroes all the way across.
Am I forgetting something? Thanks for any clues you might provide.
