What should a listing generator/formatter do?

I've been looking at various listing generators and formatters and
am not really happy with any of them. Thus, I am considering writing
one for myself. I know what I'd like it to do, but I would appreciate
comments from others. What would you like in bold face? Would you like
comments lined up? Would you like to be able to define your own format?
Should it move your code around, or just format it on the same line?
One person has suggested a table-driven formatting program that would
take YACC source and use it to format that particular language. Any
ideas on that?
