I have hard copy of a one-page document entitled "Recent Changes to C",
dated November 15, 1978.  The document explains the rules for
structure assignment, structure parameter passing, structure-valued
functions, and enum types.

Does anybody know who wrote this and where it was first published?
In particular, does this originate with Berkeley or with Bell Labs
or with someone else entirely?
