Newsgroup for X3J11 stuff (was: Why I won't use ANSI C)

comp.std.c already exists, but it's moderated and has no moderator.  I've
petitioned the backbone to mark it as unmoderated.  (I'd rather not see it
used for the "D" discussions, though.)
