No.
When you say
void f(c)
char c;
{ /* stuff */ }
that is essentially equivalent to:
void f(int c_temp)
{
char c = c_temp;
{ /* stuff */ }
}
Neither is equivalent to
void f(char c)
{ /* stuff */ }
