As far as I know, Oasis (Oasys?) is only a reseller for Glockenspiel
of Ireland's C++ ports. These are based on the AT&T translators, but
with lots of bug fixes and better documentation. So GCPP really stands
for "Glockenspiel C PreProcessor".
