Does NEWLINE always flush stdio buffer?

On the BSD 4.3 system I use, fprintf to --> stderr <--, with stderr
defaulted to a --> terminal <--, and the string ending in --> '\n' <--,
STILL doesn't flush automatically.  I learned fflush very quickly.
