High-Level Plotting Package (in C) for IBM PC

I am in need of a high-level scientific plotting program for the IBM PC.
I have written a small but nice program in Turbo C, but it would be much
better if I could have something already written. Many programs exist
on the market for doing what I want, but they cost upwards of $600! I
simply need a reliable program which will automatically scale and plot
functions and data.
The catch is that I need something compatible with Turbo C, either a library
which I can link in, or a source code listing (preferable). This sounds
like an easy thing to write oneself, but if you've ever tried, it's not
quite so simple as you might think. The kind of thing I am looking for
is NOT a Dr Halo - type library; it is something that will automatically
scale and plot nicely functions in 2-D (or 3-D) with log or lin scales and
is callable from Turbo C.
I would appreciate anyone's help. If anyone is interested, I have begun
writing routines which do what I describe above, but they still contain
a few bugs and are a bare minimum.
