line args in (TURBO) C

hello world,
i refer here to a letter (i don't recall the signature) about line
arguments with TURBO C. the point is that nobody explained the bug.
i believe the following to be the true thing(sorry for the words,i
am NOT a computer man...)
disregarding the operation sysytem the program receives the line
arguments, but can access them only if declared.
the arguments are ALWAYS passed
1. argc
2. &argv[0][0]
3. &argv[0][1]
3. ........
now, if one declares
main( **argv ) {}
what will get will be argc under THE NAME argv[0][0].
consequently, this is not TURBO dependant...
i ferified this with Microsoft C 3.1, Turbo C 1.5, Mix C 1.1...
