Ordering the ANSI C draft

In an earlier posting I gave a number for Global Engineering Documents,
for those who wish to order a copy of the draft proposed ANSI standard
for C.  It was pointed out to me that "800" numbers may not be useful
for those outside the U.S.  Here is more complete information.
