Shouldn't ANSI have provided nonvolatile instead of volatile?

ANSI rules say that you must have attended two of the most recent three
meetings and be up-to-date in dues payments in order to have a vote on a
standards committee (if the vote is taking place *at* a meeting the meeting
in progress counts as one of the two).  Is this what you mean by "really
have a voice"?
