Turbo Pascal Vs Turbo C

I 've never used Turbo C before...and I plan to do so for my final EE project.
( I have to use C since many subroutines for my project are written in C)
I was just wondering is Turbo C has the same graphic functions or 
(procedures) as Turbo Pascal.  For example, Turbo Pascal have InitGraph etc....

Also , does Turbo C has smart linking like Turbo Pascal (compiled only used
procedures and functions)... resulting smaller "exe ".

Any comments !!!!
