toupper() in English to Phoneme program

	OOPS!  I checked K&R about my use of toupper() and found that
	I was wrong!  I have only seen implementations where toupper() is
	defined for all ASCII characters.  K&R says it is only defined
	for lower-case alphabetic characters.

	Please make the changes if needed and forgive my use of a non-
	portable extension...  I didn't know any better.
