v09i018: ELM Mail System, Part18/19

These arrived here with reply.c and Configure.sh truncated.  Configure isn't
a big problem, but reply gives about 40 compilation errors.  You can check
by just unpacking, the script will complain about the wrong sizes.

Did anyone nearby get them intact?  Please mail me if you did, so I can
choose the nearest one.
