So how about this:

Store the local time in the archive, and on systems where you can find
out the conversion to GMT store that also. Now, when transferring files
from DOS (say) to DOS, the files AT LEAST have sensible times, even though 
they may in fact be off by a timezone or several. 

If a file is transferred from two machines that understand GMT, then
a (trivial) bit of math gives you a true, corrected, universal time.
