why does less beta not use $MORE?

Just wondering if there's a reason less (the beta posted to alt.sources
recently) doesn't use the MORE environment variable if LESS isn't
defined.  Isn't its comment line syntax upward-compatible with that of
more?  This would make it a plug-in replacement for more, so you could
even make more just a link to less and not have to deal with that creaky
old more any more.
