POSIX vs. X/Open

Would someone please explain the differences between POSIX & X/Open?
They look to me like they're very much duplicating each other's efforts
& coming up with almost identical results.  That is, IEEE 1003.1 looks
like XSI 2 & IEEE 1003.2 looks like XSI 1.
Am I overlooking something?
