how can i add more windows to a unix-pc?

i'm trying to convert omega from curses to windows.
i've got it to compile and run (finding numerous curses->tam
compatibility omissions in tam.h in the process), but omega has a
TREMENDOUS appetite for windows -- 16, plus 2 arrays! (i haven't even
looked up the size of the arrays).
a lot of the windows look like gratuitous use of curses, so i think i
can cut the number down a lot. but i also thought of attacking the
other end of the equation -- the number of /dev/wXX devices.
i have mknoded 20 additional windows (/dev/w13 - /dev/w32) but i can't
access them. there's a magic number in /etc/master (NWINDOWS), but
does it do anything? do i have to reboot to make it take effect?
or is the limit hard-coded into /unix or /etc/lddrv/wind?
