UUCP to BSD4.3 via TCP/IP

I'm trying to get our 3B2/500s to conduct uucp transactions
with our VAX 11/780 using TCP/IP.  I've RTFM, but still can't get
things to talk at all.

Someone please tell me what to put in the various uucp files
(Systems?  Devices?  /etc/services?  L.sys?)

Relevant data:
	3B2/500,  SysV r3.1.1,  WIN/3B 2.1,  NI 1.1

	VAX/780,  BSD4.3 with 4.2-compat kernel
