cpp chokes on 1986th #define

I called the AT&T software service hotline. They sent a patch to
/lib/cpp which allows 20% more #defines. This seems to do the trick
so far.

Suggestions ranged from writing my own preprocessor to cutting down on
#defines to porting the GNU cpp. The latter seemed most reasonable
for our application, so I tried it. Sure enough, the cpp choked with
too many #defines while I was trying to port. I could have commented
out a few, but at about that time the /lib/cpp patch came through.

Thanks for all the feedback.
