I had exactly the same problem like you until I figured out that an old version
of the Networking Support Utilities was the reason for this.
Installing NSU Rel.1.1 fixed the problem perfectly on my machine
(also a 3B2/400 running TCP/IP WIN*/3B Interface Rel. 3.0.1)
