'who -q' strange behaviour

I've done some more research into this problem:
'who -q' works correctly when there are 49 or less users on the system.
When there are 50 or more users on the system it appears that 'who -q'
only reports the users which are in the first 16 utmp entries.
Is this a known bug? Is there a fix? Does anyone else have this problem?
