time in C

Here's what I hope to be an easy question.  When we call ctime() it returns
Dec. 31, 19:00:00 1969 rather than the correct time.  The shell command
"date" does return the correct time and date.  There must be some way to
update the value that ctime() returns but I haven't been able to figure it
out.  Any help would be appreciated.
