DISPLAY and /usr/etc/resolv.conf

Two questions:

I) I used to have in my .login 

setenv DISPLAY :0

but then when I added the /usr/etc/resolv.conf file

nameserver 131.169.200.2
hostresorder local bind

in order avoid the error

>xemacs somefile &
[2] 588
> X server not responding. Check your DISPLAY environment variable.

I had to the line in my login file to

setenv DISPLAY localhost:0

Anyone know what's going on here? I don't have the xemacs man page so I haven't
found any info. on the DISPLAY environment variable. xterm and xman at least 
works fine with the original DISPLAY :0 or with localhost:0.

This leads me to my 2nd question.

II) Is there an easy way, given a random environment variable, to find out to
which program(s) it belongs?
