Sessions started by REXECD not shown by WHO

Hi all
I have a X Windows server that brings up a window onto a SGI-210 using
an REXEC call with the command 'nohup xterm -d cp807:0 &'. The session
that this command starts does not appear in the list generated by a
'who' command (or 'whodo' command), and the corresponding /dev/ttyq file
is owned by root sys, not the uid/gid of the person running the session.
Is this a bug in REXECD, or do I have something set badly.
