Question about ps output. (RSS)

Below is a ps -l for some process on out machine (4D/240s Irix 3.3.2)

all processes have been stopped for over an hour but the RSS still shows that
one is holding a large amount of resident memory. Surely most of the memory
of inactive processes should be swapped out? These are actually batch jobs
that have been stopped when the queue was closed.
Anybody have any ideas?
