3.x to 4.0 rlogin problems

Is there any reason that doing an rlogin from a 3.x standalone machine to
a 4.0 client would require a password, while rlogin to the 4.0 server
doesn't even though the .rhosts file is correct?  In fact the .rhosts file
is the same file in both cases.
