Transcript under 4.0

I got it working under 4.0.3 on a 3/260 without much trouble.  That -c
flag should be a -e if memory serves, and the declaration for O_NDELAY has
been moved, so you will have to 

		#include <fcntl.h>

to get pscomm to compile.
