measuring memory utilization (how to tell if I really need more of it)

I've perused the man pages for vmstat and pstat several times, but I still
can't understand how to measure a machine's memory utilization.  Ie., how
can I tell when a machine is paging/swapping excessively, and could thus
benefit from more memory?
