Suntools and /dev/tty* permissions

I have just noticed that when I use suntools to create a shell tool (or
any other tool) the pseudo-tty entry in /dev/tty?? is still owned by root
(and mode 666). This means that I can not change the mode of the tty
(e.g. by biff mesg etc). Using rlogin, the ownership is as expected.
should suntools be setuid or setgid? What can I do to correct this
behaviour?
