ZILCH editor for Sun & IBM PC

I have previously used an editor called ZILCH on the VAX/VMS.  As I
understand, the editor is a in the Public Domain.  Can anyone give me
information where I can get this editor for the IBM PC/XT/AT system's and
for Sun Microsystems systems?
