Routing tables

I'm having a terrible problem with routing,

I'm not sure how it got started, but now  all my machines on
the network have hundreds of entries in the routing table.  I'm now
able to telnet directly to routes that I should not be able to
( for security reasons these routes were previously unavailable )

somehow the routes keep getting added back into the routing table
after we flush the tables.

I'm new at all this network stuff and routing, can someone

explain to me how this stuff works ?  Any help would be 
deeply appreciated.
