How To Map Keys Under xview ?

I am wondering if any one knows how to make the <Alt/Shift/Ctrl>-<Function
Key> emit an escape sequence under Openwindows, i.e. how do I map say

     Shift-F1 to "[Sf1~

I want to do this in commandtool / shelltool when running Open-windows and
xview.  I DO KNOW HOW TO DO IT WHEN USING XTERM, however I could not
accomplish the same thing in a cmdtool/shelltool under xview.
