audit trail for anonymous ftp

I have a couple of questions about setting up an anonymous ftp on our
Sparcstation. (SunOS 4.1 if it matters)
+ Is there any way I can find out who has downloaded what? Obviously,
I'm not talking about any absolutely foolproof method, just something
a little more reliable than the user entering their userid as password.
+ How do you go about putting wrappers around messages?

Well, no. It's easy to put a wrapper around ftpd so that, e.g., every
230 message sent back is followed by the motd. You can make wrappers to
do practically anything.
