pstat on RS/6000

Has anyone else noticed that pstat cannot be executed by a normal user?
The reason is that there is no permission to /dev/mem.  The Decs and
Suns get around this by making pstat sgid kmem.  I have gone ahead
and done this as one of the customizations.
 
Is this intentional (if so why), or was this an oversight?
