rup consistently returns a 0.0 for load average???

Does anyone know how to get rstatd to return a better 
approximation of the load average on an IBM RS6000?  As 
queried by rup (from a sun) it correctly reports the uptime,
but returns a consistent 0.0 for the three load averages.
On the machine queried, it should have returned between
1.0 and 2.0.  

Is this a known problem?  

Any clues would be appreciated.
