Autorepeat rates in AIX3.0.2 X11

>From my observations the repeat rate is reset to the default 
11 characters per second whenever the machine is rebooted.
There is a menu option under the smit devices menu to change the
rate.  I would very much like to know how to change it
permanently, as I seem to be rebooting the machine much too
frequently.
