I suspect that the lack of space is not in tmp, but in /usr.
If you apply without commit, it makes a copy of everything in /usr that
is being updated.   Id suggest applying the update with
"save replace files" = NO.   Granted, you wont be able to reject the update,
but then again, you wont have to find all this extra space.
For the systems that seem to be hosed, Id suggest rejecting the
pending updates and starting all over.
