ftp File ownership

I seems that when someone other than root ftp's a file to the
AUX system its owner is always root. Does anyone have the fix to this
problem handy. I think is has something to do with the permissions set on
the file /usr/bin/ftp. In my case the file is set to 4755 which sets the users
id to root, the owner, upon execution. Setting the file to 755 does'nt seem
to help. Any Suggestions.
