try:

ls *.[ch] Blah/*.[ch] | shar -S
-or-
shar *.c d/*.c
-or-
find . -type f -print | shar -S
-or-
whatever

No, shar will not archive a directory, per se, or automagically
include a directory's contents, but dir/* will get it.

-S says read filenames from stdin, for cases when the list of
arguments won't fit on a max length command line.
