want a daemon to kill idle procs

Hi, 

We have some software products which use a Licence manager.

Since some products has heavy usage and users stick the program
in their .sunview, others are complaining they cannot start
program XX because there are no licences left.

Additional licences will be bought next year.

For the time being I'm looking for a daemon
that kills 20 Minutes listed idle processes (leaves others alone)
Before startin a lot of hacking :
Has someone done this before ??
