DTR state

We are running uport 2.4 and have problems with our DTR. After killing 
a getty, e.g. run level change, the DTR goes down for a short moment
but after a few seconds it is on again.
I have read in comp.unix.wizards the suggestion of setting the terminal
speed to 0. Trying this I got some success at the first attempt but not
a second time.

Any other ideas ? Anyone having the same problem ?
