uPort 2.4 'cron' and/or HDB 'Poll'

The fix to this is quite easy to do, it is documented in the HDB install
documentation (if you can get a copy).
In the file /usr/lib/uucp/Maxuusched place a single line which reads
"1". The default distribution is "2", hence two copies of uusched can
run at the same time.
In the file /usr/lib/uucp/Maxuuxqts place a single line which reads
"1". The default distribution also contains "2".
