386 Boot problem

We had this same problem with a 16 MHz Delta Data (Televideo) machine.
The culprit turned out to be that the bus speed was set to 8 MHz. When
I slowed it down to 5.3 (I think that's right) MHz (and left the CPU at
16 MHz) it booted fine.
