Broken Curses/Termcap Library

I remember a long time ago about a discussion of the broken curses/termcap
library which was included with V/AT 2.4. I was wondering if someone out
there remembers the details, and what the work around is.

I am trying to get stevie up and running, but it is dying in the terminal
initialization code (termcap startup stuff).
