Where is tarmail?

I have looked in the Faq, on the big servers, and among my personal
effects and for the life of me I cannot find tarmail (I used to have
it...).  Can anyone tell me where to get it?  Some nice ftp site?  I
need it before Monday for a paper submission.  I have compress, I
just need atob, btoa, and the script.
