NQS Distributed batching system...

We are trying to install a batching system for our VAX 8810 running
Ultrix 4.1. I have heard of the NQS distributed batching system 
from NASA, but have no idea if this is public domain or about any
anonymous-ftp sites.

I would appreciate it if someone could provide any more information.
