What is Berkeley 4.3 "Reno" and why?

Can anyone give me a pointer to a description of the "Reno" enhancements 
to Berkeley 4.3?  If not, what does "Reno" provide?  Why would we want it?

Has anyone revised either mh or tcsh to work with BSD 4.3 "Reno"?
