TIOCCONS or logging /dev/console messages on SYSV/386 3.2

I know this has been asked but how can one redirect/log system messages going to
/dev/console.  I noticed that X11R4 xterm uses the ioctl TIOCCONS to do this
but this ioctl is not on my V3.2/386 machine.
